The Microsoft® Exchange Server Analyzer Tool reads the following registry entry to determine whether Simple Mail Transfer Protocol (SMTP) connector routing logic has been modified from its default setting:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\RESvc\Parameters\StateChangeDelay

If the Exchange Server Analyzer finds that the StateChangeDelay registry key is present and configured with a value greater than 0, a non-default configuration message is displayed.

The StateChangeDelay registry entry is a custom configuration setting for Exchange Server that helps control the interval at which connectors are marked as unavailable and the notifications that occur because of connector and server state change. When StateChangeDelay is set to greater than 0, a server can only be marked as available or unavailable one time in each time period that is set by this value.
