Microsoft® Exchange Server 2007 setup cannot continue because it was unable to read data from the local metabase.

Exchange 2007 setup requires that the installation of the Mailbox Server or Client Access roles be able to read from the Microsoft Internet Information Services (IIS) metabase.

The IIS metabase includes information that affects Microsoft Exchange, such as protocol settings for HTTP; virtual directories for mailbox and mobile device access; and HTTP security settings.
