Microsoft Exchange Server 2007 setup cannot continue because the setup /PrepareLegacyExchangePermissions process could not find a domain controller running Microsoft Windows Server 2003 Service Pack 1 (SP1) or a later version in the Domain Controllers OU for the domain being prepared.

In each domain where you will run setup /PrepareLegacyExchangePermissions, setup must contact a Windows Server 2003 SP1 domain controller. Setup /PrepareLegacyExchangePermissions will not be completed successfully if it cannot find at least one Windows Server 2003 SP1 domain controller.

Running the setup /PrepareLegacyExchangePermissions command enables the legacy Recipient Update Service to function correctly. Before importing the new Exchange 2007 schema, Exchange 2007 must grant new permissions in each domain in which you have run Exchange Server 2003 or Exchange 2000 Server DomainPrep. The setup /PrepareLegacyExchangePermissions command grants these new permissions.

To resolve this issue, upgrade at least one domain controller in each Domain Controllers OU for the domain where you will run setup /PrepareLegacyExchangePermissions to Windows Server 2003 SP1 or a later version, and then run Setup again.

For more information about how to prepare legacy Exchange permissions, see "Preparing Legacy Exchange Permissions" (http://go.microsoft.com/fwlink/?linkid=81776) in the Exchange Server 2007 product documentation.
