After you create new Office 365 mailboxes, you have to assign a license to users in the Office 365 portal. If you don't assign a license, the mailbox is disabled when the 30-day grace period ends. Licenses are required for all new Office 365 mailboxes regardless of how you create them. For more information, see Assign a License to a User.
