Use the Add-PublicFolderClientPermission cmdlet to add permissions to public folders.

Detailed Description
To run the Add-PublicFolderClientPermission cmdlet, the account you use must be delegated the following:
- Exchange Server Administrator role and local Administrators
group for the target server
