Use the Update-PublicFolderHierarchy cmdlet to start content synchronization of the public folder hierarchy.

Detailed Description
To use the Update-PublicFolderHierarchy cmdlet, the account you use must be delegated the following:
- Exchange Public Folder Administrator role and local
Administrators group for the target server
