Public folders can be created by an administrator, or a user can create folders with a Microsoft Outlook messaging and collaboration client or an Exchange-based client. After creating a public folder, the administrator establishes the base-level folders, sets permissions and other usage parameters, and then allows users to add subfolders to the hierarchy and provide the contents.
