Microsoft Exchange Server 2007 setup cannot continue because the Microsoft Windows Server Cluster service is not started.

Exchange 2007 setup requires that the cluster service be started when the cluster service is installed on the local computer.

To resolve this issue, start the cluster service on the local computer and then rerun Exchange setup.
