The Microsoft® Exchange Server Analyzer Tool queries the Exchange_DSAccessDC Microsoft Windows® Management Instrumentation (WMI) class in the ROOT\MicrosoftExchangeV2 namespace to determine the values for the IsInSync key. If the value for IsInSync is False, an error is displayed.
The IsInSync key indicates whether the domain controller is synchronized with the global catalog server and with the configuration domain controller. A value of True indicates the server is synchronized, and a value of False indicates that the domain controller is not synchronized.
To correct this error

Examine the time on the domain controller or global controller. Make sure that the Time Service is started or manually synchronize the time on the Exchange server with the global catalog server or configuration domain controller.

Use the Replication Monitor tool (Replmon) to check, verify, and, if required, fix domain controller replication issues. Replmon is a part of the Microsoft Windows 2000 Server and Microsoft Windows Server™ 2003 Support Tools, which are in the Support\Tools folder of the Windows Server CD.
