Group Chat user administrators can grant Group Chat administrator rights to other users and even to themselves. A user administrator can use the Manage Users and User Groupscommand on the Filemenu of the Group Chat Administration Tool to do the following:
- Create federated groups.
- Grant administrator rights to users.
- Specify whether a user can post files to chat rooms.
To enable a user to administer group chat users

On the Filemenu, click Manage Users and User Groups.

In the Find Users and User Groupsarea, in the Search Forbox, type the name or part of the name of the user, and then click Search.

In the list of names that match your query, click the name, and then click Manage.

In the Manage Userdialog box, click the Permissionstab.

Note the settings on the page, because you may need to reset them later in the procedure. Clear the Inherit permissions from user groupcheck box.

Select the Is a user administratorcheck box.

If the Can upload filesor Is a chat room administratorcheck boxes were selected before you cleared the Inherit permissions from user groupcheck box, select them again.

Click OK.
