This topic provides information about how to troubleshoot Microsoft Exchange Server 2007 Setup if Setup fails with the following error when it starts to copy Exchange 2007 files: "The Windows Installer service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed." You can find this error in the ExchangeSetup.log file. The ExchangeSetup.log file is located at %systemdrive%\ExchangeSetupLogs.
This issue occurs when the Microsoft Windows Installer service is disabled, when you are running Windows in safe mode, or when the Windows Installer is not correctly installed.
Resolution
To resolve the problem, perform one or more of the following tasks:
- Enable the Windows Installer service. For detailed steps, see
the procedure later in this topic.
- If you are running Windows in safe mode, restart Windows and
run in a mode other than safe mode.
- Reinstall the Windows Installer. For more information, see
Download details: Windows Installer 3.1.

Procedure
To enable the Windows Installer service

Click Start, and then click Control Panel.

In Control Panel, double-click Administrative Tools.

In Administrative Tools, double-click Services.

In the Services details pane, double-click Windows Installer.

On the Windows Installer Properties page in the Startup type drop-down list, select Manual.
