You can use Microsoft Lync Server 2010, Group Chat Admin Tool to see who has administrator rights and permissions to administer Microsoft Lync Server 2010, Group Chat.
To see which users have Group Chat administrator rights

Click Start, point to All Programs, point to Microsoft Lync Server 2010, and then click Microsoft Lync Server 2010, Group Chat Admin Tool.

On the File menu, click Manage Users.

Click Show Administrators, and then click Show.
The list shows the names of all users who have either user administrator or chat room administrator rights on the server.
Note: (Optional) To change the administrator rights of a user, in the Show Administrators list, click the name in the list, click Manage, click the Permissions tab, and then make your changes.
