The translation pattern and regular expression (that is, Regex) validation tool is part of the Office Communications Server Administrative Tools snap-in. The tool is available from the Add Phone Number Normalization Ruleand the Edit Phone Number Normalization Ruledialog boxes. You can open these dialog boxes from the Location Profilestab of Office Communications Server Voice Properties.
