Microsoft Communications Server 2010 uses a Location Policy to enable Communications Server 2010clients for E9-1-1 during client registration. A Location Policy contains the settings that define how E9-1-1 will be implemented. For example, the Location Policy contains information such as the emergency dial string, and whether or not a user is required to manually enter a location if the Location Information Server does not automatically provide one. For a complete definition of a Location Policy, see the “Location Policy Definition” section below.

Communications Server can assign a Location Policy to clients using either a subnet table or directly to the user through a user policy. The subnet table maps a specific Location Policy for each subnet or group of subnets in a network. Subnets are IPv4 networks that can be grouped together to form network sites. A Location Policy is assigned to network sites.

During registration, Communications Server checks to see if the client is located within a subnet defined in the subnet table. If there is a match, Communications Server sends the Location Policy to the client. If the client is not located within a defined subnet, and the administrator has specified a Location Policy for a user that enables E9-1-1, then that Location Policy will be sent to the client. Users that login through a VPN can be enabled for E9-1-1 if there is an associated Location Policy that defines this behavior.

Note:
VPN subnets should not be included in the location database.

If a user has been assigned to a Location Policy, and also is connecting from a subnet that is assigned Location Policy, the subnet table will always take precedence. In this situation, the subnet enablement will be in affect while the client is located within a defined subnet and the user assigned Location Policy will be in affect when the client is outside of a defined subnet.

Once a client is enabled for E9-1-1, it must acquire a location, either manually or by querying the Location Information Server, and include the location information as part of an emergency call. For more information on acquiring the location, see Determining Location Information.

Location Policy Definition

The Location Policy defines how the client will implement E9-1-1. Each Location Policy contains the following information:

Emergency Services Enabled

Setting to Yes enables the client for E9-1-1. The client will acquire a location on registration and will include the location information as part of an emergency call.

Location Required

Only used when Emergence Services Enabled is set to Yes.

Setting to No means that the user will not be prompted for a location. Setting to Yes mean that the user will be prompted for a location, but can dismiss the prompt. Setting to Disclaimer means that the user will be prompted for a location, and cannot dismiss the prompt until a location has been entered. In both cases the user can continue to use the client.

Emergency Dial Strings

The dial string that that signifies that a call is an emergency call. The Emergency Dial String causes the client to include location and callback information with the call.

PSTN Usage

A string containing the routing path that determines which SIP trunk an emergency call will be routed through.

Notify URI

This setting is used when Communications Server is configured to notify the security desk when an emergency call is placed.

Specifies the SIP URIs to receive an IM notification when an emergency call is placed.

Conf URI

This setting is used when Communications Server is configured to notify the security desk when an emergency call is placed.

Specifies the telephone number of the emergency contact that should be conferenced in when an emergency call is placed.

Conf Mode

This setting when Communications Server is configured to notify the security desk when an emergency call is placed.

Specifies if the emergency contact will be conferenced into the emergency call using one way or two way communication.
